Photo shows road work in progress on the Iowa State College campus sometime before 1920. The first oil and asphalt surfacing was begun in 1913 with prison labor under the direction of the Iowa Highway Commission, headquartered until 1924 in ISC's Engineering Hall (renamed Marston Hall in 1947).
